The Boynton Beach Community Redevelopment Agency (BBCRA) is proud to celebrate a major milestone! The Cottage District Homeownership Program has received the prestigious President’s Award from the Florida Redevelopment Association (FRA), recognizing the project’s outstanding contribution to community redevelopment and its success in expanding affordable homeownership opportunities in Boynton Beach.
The award was presented during the 2026 FRA Annual Conference, held October 20–23 in Charlotte Harbor, Florida. The FRA’s annual Roy F. Kenzie Awards Program recognizes exceptional redevelopment projects and initiatives from across the state that strengthen neighborhoods, stimulate economic growth, and improve quality of life.
Transforming the Heart of Boynton

Located within the Heart of Boynton District, the Cottage District is a transformative workforce housing initiative that has turned approximately 4.5 acres of previously vacant CRA-owned land into a welcoming residential community.
Developed through a public-private partnership between the BBCRA and PulteGroup, Inc., the project features 41 owner-occupied homes, including 19 single-family homes and 22 townhomes, providing new homeownership opportunities for low- and moderate-income households.
In coordination with Palm Beach County’s Workforce Housing Program, eligible homebuyers were selected through a lottery process, helping ensure equitable access to affordable homeownership opportunities.
The new homes range from 1,447 to 1,822 square feet and feature three bedrooms, two bathrooms, hurricane-impact windows, and energy-efficient appliances.

Beyond the homes themselves, the redevelopment includes neighborhood enhancements such as new sidewalks, street lighting, landscaping, on-street parking, and 181 newly planted trees. These improvements contribute to a more attractive, connected, and vibrant neighborhood for residents and the surrounding community.

A Lasting Investment in the Community

The Cottage District represents more than a new residential development. It demonstrates how strategic public investment and partnerships can create meaningful opportunities for residents while supporting long-term neighborhood revitalization.
According to a 2023 economic impact study conducted by Palm Beach County, the development was projected to generate approximately $14.36 million in economic impact over five years and support 147 direct and indirect construction-related jobs.
Statewide Recognition for Redevelopment Excellence
The FRA President’s Award is among the association’s distinguished honors, recognizing redevelopment initiatives that demonstrate innovation, collaboration, and meaningful community impact.
Receiving this statewide recognition highlights the success of the Cottage District Homeownership Program and reinforces the BBCRA’s continued commitment to expanding affordable housing, revitalizing neighborhoods, and creating lasting opportunities for the Boynton Beach community.
