THANK YOU TO THE BBCRA BOARD
|
In March, three members of the BBCRA Board – Board Chair Steven B. Grant, Board Member Justin Katz, and Board Member Christina Romelus – will be term-limited and vacating the seats that they have held for the past six years.
While seated on the BBCRA Board, Grant, Katz and Romelus, who serve respectively as Mayor and City Commissioners, have contributed to the Boynton Beach community by spearheading redevelopment activities such as affordable housing, business promotional events, and other redevelopment achievements to revitalize the BBCRA area and create a vibrant downtown core.
With the CRA Board approving a variety of revitalization and recovery efforts, the BBCRA has been recognized for affordable housing projects such as the Ocean Breeze East Affordable Multifamily Rental Apartments and Model Block Affordable Single-Family Housing Project, as well as the Small Business Disaster Relief Forgivable Loan Program which provided a lifeline to small businesses during the COVID-19 pandemic.
The three elected officials were also critical leaders in the completion of the newly constructed Town Square governmental complex project, which included a new City Hall and Library, as well as a new Fire Station, urban park space and amphitheater, and adaptive re-use of the historic Boynton Beach High School into the Arts & Cultural Center.

CRA BOARD MEETING RESCHEDULED

The CRA Board’s February 8th meeting has been rescheduled to be a special meeting on February 1st, from 4:30 PM to 5:30 PM. The meeting will take place in the City Hall Commissions Chambers, located at 100 E. Ocean Avenue.

In 2021, the BBCRA was honored with two awards for its redevelopment efforts in Boynton Beach. The awards included:
International Economic Development Council (IEDC) Silver Award in the Business Retention & Expansion Initiatives Category for the Small Business Disaster Relief Forgivable Loan Program for the population category of 25,000 – 200,000. IEDC recognizes the world’s best economic development programs and partnerships, marketing materials, and the year’s most influential leaders. The BBCRA’s Small Business Disaster Relief Forgivable Loan Program distributed $1 million in loans to 101 businesses within the BBCRA Area. Using these funds, the BBCRA provided eligible businesses a forgivable loan of up to $10,000 to offset costs associated with utility, payroll, or inventory expenses due to the COVID-19 pandemic.
Florida Redevelopment Association (FRA) 2021 Outstanding Housing Project Award for the Ocean Breeze East Affordable Multi-Family Rental Apartments. The FRA awards program recognizes the best in redevelopment in Florida. Within 13 juried categories, the Roy F. Kenzie Awards celebrate the most innovative and effective redevelopment programs in Florida. The BBCRA was awarded the Outstanding Housing Project Award for the 123-unit Ocean Breeze East Affordable Multifamily Rental Apartments Project. The project rose above the other submissions not only for the quality design but also for the flexible financing options in the Purchase and Development Agreement and the collaboration between the CRA, City, and the developer, Centennial Management Corp. (CMC), to deliver the much-needed units in record setting pace (12 months), in spite of the challenges of the COVID-19 Pandemic.

115 N. FEDERAL HIGHWAY INFILL MIXED-USE REDEVELOPMENT PROJECT UPDATE

The BBCRA issued a Request for Proposals and Developer Qualifications (RFP/RFQ) for the redevelopment of CRA-owned parcels located at 115 N. Federal Highway.
On November 30, 2021, the five respondents to the RFP/RFQ made presentations to the BBCRA Board for their consideration at a special meeting that took place in the City Hall Commission Chambers. The respondents included:
- Affiliated Development, LLC
- Related Urban Development Group (RUDG), LLC
- E2L Real Estate Solutions, LLC
- Hyperion Development Group
- U.S. Construction, Inc.
Presentations included developers’ past history and experience, as well as conceptual site plans for the properties, and their financial capability to complete the project.
The CRA Board selected Fort Lauderdale-based Affiliated Development, LLC as the winning proposer to develop, The Pierce, a mixed-use redevelopment project that will include private and public parking, 236 mixed-income residential apartments, as well as restaurant, retail, and office space. The second ranked proposer for the RFP/RFQ was Related Urban Development Group (RUDG), LLC.
CRA staff is currently working with Affiliated to finalize terms and conditions for a purchase and development agreement. Construction is anticipated to start in the spring of 2023.

SARA SIMS PARK AMPHITHEATER ENHANCEMENT PROJECT
|
In September 2018, the BBCRA Board approved $643,890 in funding for the renovation of Sara Sims Park and relocation of the Ocean Avenue stage canopy through an Interlocal Agreement (ILA) with the City of Boynton Beach. The total cost of the Project was approximately $1.4 million.
However, once the project was completed in November of 2019, the community voiced their dissatisfaction with the visibility and functional aspects of the performance pavilion portion of the project. Thus, the BBCRA Board approved $150,000 in additional funds to be allocated towards improvements to the Sara Sims Performance Pavilion in response to the community’s concerns.
The cost of the improvements include the addition of landscaping improvements, audio stage sound equipment, ADA accessibility accommodations, and general material cost increases.
